Are Record Temperatures Abnormal?

Consider a hypothetical country with 1,000 top notch weather stations and the perfect unchanging climate (which our AGW friends imagine used to exist before they were born.)   During the first year of operations, every station will necessarily set a high and a low temperature record on every day of the year.
That is a total of 365,000 high temperature records and 365,000 low temperature records.  During the second year of operation, each day and each station has a 50/50 chance of breaking a high and/or low record on that date – so we would expect about 182,500 high temperature records and about 182,500 low temperature records during the year.
In the third year of the record, the odds drop to 1/3 and the number of expected records would be about 121,667 high and low temperature records.\”

Firefox 3.0.10 Released, Fixes Major Stability Issue [Updates]: \”

Firefox may have updated to 3.0.9 just last week with a few critical security fixes, but the folks at Mozilla are already pushing out 3.0.10—this time fixing a major stability issue and one security fix. Seems like a little bit of a bungle on Mozilla\’s part to require two pushes so close together, but the plus side, of course, is that they do release important fixes with lightning speed. Rarely will physicians use the word “miraculous” when discussing patient recoveries. But that’s the very phrase orthopaedic physicians and scientists are using in upstate New York to describe their emerging stem cell research that could have a profound impact on the treatment of bone injuries. Results from preliminary work being released today, patients confined to wheelchairs were able to walk or live independently again because their broken bones finally healed.

Locum is a Private Framework that Apple has created, and is currently located at:
/System/Library/PrivateFrameworks/DesktopServicesPriv.framework/Versions/A/Resources/Locum
This UnixJunkie article, goes into some technical details regarding Locum.

Question 2: Why?

Locum is used to assist in Deleting files & folders that the logged in user would not normally have access to.  The finder will allow the user to delete a folder that has a file owned by Root.  Normally Unix would not allow a non-root user to remove a folder that contains a file owned by root.  The finder allows this, but when being emptied the Locum process has to be used to resolve all of these file permission / ownership issues.
